This is an excellent change to the current rule and I believe it is essential to ongoing efforts to secure our borders. Allowing unrestrained access to information being used in ongoing investigations has the potential of completely destroying the quality of those investigations. However, by restricting access, how can individuals ensure that the personal information in those records is correct? What if people could still access certain non-sensitive information and be given the chance to prove any errors? While there is clearly a concern of using department resources to correct claimed errors, it may also be in the department's interest to ensure accuracy through limited access.
