This database is far too invasive, subject to misuse, and a monument to doing
something "just because we can". Unless and until a court finds "probable
cause", it should not be populated. Focus on the non-citizens and illegal
entrants and get out of our personal business. Any data kept for any reason MUST
be fully accessible to the person in question and subject to challenge and
removal/correction. Full Privacy Act protection, although inadequate, must
pertain. Criminal penalties for misuse must be specified WITH NO EXEMPTION FOR
GOVERNMENT EMPLOYEES, state or federal.
This is a bad idea. Kill it.
