I agree with DHS amending its regulations to exempt certain records from particular provisions of the Privacy Act. I think it would be a good idea to exempt records of the ATS because of criminal, civil and administrative enforcement requirements as long as it is used for specific instances when there is some suspicion and reason to use it on certain individuals. It would be a step in the direction to better secure our country.
