This proposed regulation does not seem to address any implications on the U.S. Coast Guard Reserve. Will all Reservists have to have their civilian jobs approved? The best, most proficient Reservists are those whose civilian jobs are in the same field as their military work. This regulation seems like it may have the unintended result of driving away Reservists with decades of valuable industry and regulatory knowledge, knowledge that is crucial to competancies in the prevention, response, and incident management functions of the Coast Guard.
