I write in opposition to the proposed regulation. The recording system proposed constitutes, in effect, a national identification system and would permit (at the very least) an opportunity for ongoing government surveillance of U.S. citizens. This regulation represents a real and present danger to liberty. Despite the undoubted good intentions of the Department of Homeland Security, the Department and the government as a whole is incapable of stewarding a national ID system consistent with Constitutional liberties. The public trust in governement institutions is always cautiously and stintingly given -- this project does not merit the trust of the American public.
