RIN 0720-B17 - FR DOC E8-6419 - Although not entirely directly related to the verbiage of this proposed rule, comment is also submitted for other information referenced in this rule which requires investigation and additional Congressional and/or Executive actions. 1) - SUMMARY: Insert word, "new" after 4th word (implements). Rationale is discussed later in these comments. 2) - SUPPLEMENTARY INFORMATION: I. Background - In first sentence, change word, "added" to "new". (Rationale below). Also, insert additional (new) 2nd sentence between 1st and 2nd current sentences: "Current sections 1097(c), (d) and (e) are redesignated 1097(d), (e) and (f), respectively. 3) - Section 707 (sub-secs (a) and (b)) of Pub. L. 109-364 is incomplete in its wording to correctly amend 10 USC 1097 in this venue. Following are needed to comete the full intent of the amendment: (Rationale provided here as ref'ed in 1 & 2, above) Sec 707 (a) In General: add new 2nd sentence - "Redesignate current sections 1097(c), (d) and (e) as 1097(d), (e) and (f) respectively. Sec 707 (b) Clerical Amendment: add new 2nd sentence - "Redsignate current sections 1097(c), (d) and (e) as 1097(d), (e) and (f) respectively.
