I believe that by allowing patients the opportunity to have proven success weightloss surgeries in the long run you are allowing patients to live healthier, longer lives without the need for expensive medications that weaken other areas of the body. Some individuals who are in shape just have a difficult time loosing weight even with diet and exercise and with proven weightloss surgeries they can be successful and eventually in the long run cost insurance companies less money eventually. I think the proposed idea of using BMI is a much better way to assess someone's need for the surgery rather than saying you must be 100 pounds overweight or 200% over what your normal weight should be. That is unfair for someone who's 6'3" versus someone who's 5'4". BMI allows for a better accuracy reading than the practice currently in place.
