Comment on DOD-2009-OS-0021-0002

When this document was initially introduced, information was obtained from the state of California regarding public universities only and doesn't provide for an opportunity for veterans to utilize benefits that they qualify because the cost of tuition is listed as zero. There are a large majority of public univeristies and colleges that are no longer accepting applications thereby forcing applicants to apply for private universities. With the tuition listed as zero, no tuition is being paid for veterans in California.
