Final rules should include precise directives for USACE officials for working with appliants who have already received declination of benefit letters who may be subsequently eligible when final rules are finally posted. Assuming they will be able to handle the new flood of inquiries and submissions is unreasonable. Additionally, final rules should include a mechanism to address those applicants who were deemed ineligible and were also denied benefits through the appeals process. Does the appeal preclude them from resubmitting if final rules lift requirement (s) which deemed them ineligible. Finally, final rules should require USACE officials to post thier website with ALL key indicators they use to determine elgibility. Requiring an applicant to guess the fair market value of their home is unfair. Fair market values for city/parrish, county should be posted for entire nation.
