Applicants should be able to recoup all closing costs to include concessions paid to buyers. In a depressed market closing costs to buyers play a major role in establishing true market value of homes, and in some cases is the difference in being able to sale the home. To exclude these concessions somewhat penalizie potential applicants even further.
