Comment on DOD-2010-OS-0043-DRAFT-0001

Under: "222.5 MDR processing procedures, (b) MDR Requester Guidelines, (4) Include a statement that the requester understands that the request may incur processing charges in accordance with paragraph (j) of this section" I can't locate Para (j). Where is this text and what is the content of this missing subsection? Additionally neither of the Executive Orders which govern the MDR program mention fees or "processing charges." Therefore this appears to be an attempt by DoD to modify the intent and letter of the EOs. Also, the DoD underlying documentation cited is contradictory and very difficult to comprehend. For instance one refers to ONE Executive Order governing the DoD inplementation of an MDR program, but the other regulation refers to the other EO or both EOs. I ask: which is it? If a requester must comply with provisions of several separate documents, then reference to them should be clear and consistent. BETTER: credat ONE SINGLE document with all requirements.
