I have worked with DoD UCNI as well as many other classifications of items dealing with this particular topic. Classifying DoD UCNI has always been a challenge ensuring it meets the requirements outlined for DoD UCNI. While applying classification labels of confidential or higher has been an easier process granted the regulations available in the classifying process. UCNI is not used as much as the other classifications due to the fact users apply higher classification guidelines to the document in order to ensure they don't under classify the item. AFI 31-407 is mostly used for classifying documents and the AFI doesn't cover UCNI as much as the other classifications. There needs to be a more definitive line of where UCNI stops and higher classifications start.
