Privacy Act; Implementation

I would highly recommend that this Privacy Act actually be implemented. Objectivity is key in promoting the right person for the job. I want to know that if someone is in a position of leadership and ultimately making decisions that will effect policy and its implementation, that they are actually qualified to do so. It is very evident and obvious when a person is promoted to a position and they are not fully qualified for it. It is not going to add any additional cost to the economy, nor will it impact our “Going Green” initiative. We, as a country, have several positions where people, highly qualified or not, can be elected into a position of leadership through a majority. Fortunately, these positions have a time limit but can still have a major impact on their constituents. Promotions that require a test in order to eliminate candidates that are not qualified are done so for a reason: to ensure that only candidates that are actually properly qualified continue on with the process. As a constituent that is directly and indirectly affected by those in positions of leadership, I am asking for the exemption of testing material and have it removed from the DMDC site in order to ensure objectivity and equality in the accession process.
