I am concerned that when sanctions are implemented, providers or third party billing agents will go after patients to collect fees. I recommend the CFR rule be expanded to prohibit providers or third party billing agents from pursuing collection activities against patients. This prohibition should include a prohibition against any adverse submissions to credit reporting agencies.
