As a USDA Rural Development Architect, I see many rental housing properties in
need of weatherization upgrades. I strongly recommend that Multi-Family
Housing properties financed by USDA's Rural Development (both the Section 515
Rural Rental Housing and Section 514/516 Farm Labor Housing programs), be
included as being eligible for participation in DOE's Weatherization Assistance
Program for Low-income Persons in a manner similar to those properties
classified as HUD's "Qualified Assisted Housing" and those funded through the
Low Income Housing Tax Credit programs. Rural Development is a direct
Government lender and has a dedicated field servicing staff spread throughout
rural America. I am confident that RD's MFH properties will be just as able to
serve the goals of your weatherization program as other included properties.
