My comments are brief and positive due to the advance work done by the Review
Committee in drafting this proposed rule. In particular, I appreciate the provisions
in Section 10.9(e)(5)(ii) (A) and (B) stating that a request for documentation does
not authorize new scientific studies or investigations. I also appreciate the
language in Section 10.10(c)(3)(ii) that allows for the reinterment of remains and
associated funerary objects held by museums or Federal agencies that can not
demonstrate a right of possess and are not claimed by anyone. A decision that
allows these individulas to be returned to the ground is the right decision - leaving
these individuals on shelves indefinately is wrong. With respect to the using the
priority structure as defined, I believe the Review Committee has described a
respectable and workable ordering.
