I will leave it to archaeologists and museum professionals to comment on the rule's applicability to remains that are biologically Native American, but of uncertain cultural affinity. I want the rule to state explicitly that remains that are (or appear to be, pending further research) _biologically_ unrelated to extant native groups (e.g., "Kennewick Man") are not subject to "repatriation" under this rule.
