Rulemaking with respect to record keeping related to pornography should also
take into account the potential use of "green-screening" to mix and match faces
and bodies, mix and match minors and adults, clothed and unclothed persons,
etc., or hide faces, and what not. Similarly, the use of child faces on non-minor
bodies, etc., should be included. If the production RESULTS in a depiction of
actual or simulated child pornography, it should be regulated, even if the child did
not engage in actual or simulated sex, because the harm can occur merely from
being depicted as a victim of child pornography through editing.
