For children over 40 pounds, and for adults who wear diapers, toiletting needs are
not met in public accommodations. The typical 'drop down' changing tables only
accommodate up to 40 pounds.
Ideally, public buildings, hospitals, medical offices, retail and other buildings over
some to-be-determined size should have at least one toiletting area with a cot-
sized surface at a to-be-determined height, with a lavatory, soap dispensor,
sanitary disposal receptable and effective ventilation.
Without such a space, it is difficult for some people to spend much time away
from home due to the need to be changed and cleaned, or risk being odorous as
well as uncomfortable.
