I feel the federal government should NOT be looking to implement ADA on websites. It should not be for us to impose US law on what is now a global communications platform. If a website wishes to cater to people with a disability, let them do so - if I were disabled, and one website was set up to cater to my needs and another were not, which would get my business? This way the market can decide if this is needed.
Drive to any store and look at how many empty handicapped parking spaces there are (all legally required by ADA) and you can see this is not a good idea for the Internet.
