Any effort to extend the ADA needs to be created by partnering with the EFF and W3C. It should be an open standard that can be appended to existing websites. The time for creation, documentation, implementation, and diffusion through the many training channels means this is will be a prolonged phase in process. Rules for implementing should include requiring public agencies, but should be optional for private businesses. If the technology is easy enough to implement it will gradually become an accepted standard for most websites anyway.
