This rule making a national standard for preventing, detecting and responding to prison rape should go forward; especially, for juveniles. Just because juveniles are found guilty of a crime and locked up, does not mean that they should be subjected to behavior that the American people hate. Juveniles are still children with young minds, even though their crimes may be grownup. We cannot throw them away and treat them as nothing. Detention personnel should be held to a higher standard. They are in charge of protecting our young people. The people who are incarcerated and raped or sexual harassed should be able to tell someone in charge about the incident.
