Comment on FR Doc # E7-11810

I think the fee is too high for schools who don't have a bit J-1 program. It is not clear on who will pay the fee for change of category or for re-instatement I think the J-1 visa holder should pay this fee and not the sponsor. Also re-instatement of what, the J-1 participant, or the J-1 sponsor? Is the re-instatement fee for J-1 programs who did not get redesignated or for a J-1 participant who has gone out of status? Either way, I think the fee is too high.
