If the federal government can't pay to offer services to its citizens then it needs to raise taxes instead of applying fees. If I go to a foreign country where the currency is expensive and local taxes are unbelievably high the last thing I need is a fee from the US government for services that I would have gotten for free. And, if some Americans go abroad without much money, as has been the case numerous times, and they cannot afford consular fees with all the other fees from local government. For example, the €433 temporary residence visa fee in the Netherlands. Surely it's thee person who can't afford consular fees who willl need consular services the most.
