I believe that your proposed policies are discriminatory, especially to single people and people with young children. They make some of the best host families. It seems that you have a particular type of "traditional" family in mind for hosting and plan to restrict it to that. I hope that our society is beyond that type of thinking. Making everyone get finger-printed and taking away some of our best families will make exchange in to the US very limited which perhaps is what you want. What a shame for all the students that could benefit from such a wonderful experience.
