I am a concerned collector and part-time dealer from Canada. This request is terribly vague. Either the US government is deliberately omitting the types of property being requested by Bulgaria for restrictions or there is an allowance of a foreign government being employed (you, the US) by another government (Bulgaria) in an attempt to police Bulgarian inability to police their own borders and enforce their own laws.
Given the utterly useless facade of the comment process regarding Italian cultural property, I'm sure that the majority of comments for this MOU will also stand on the side of the collecting community, but will once again be ignored by CPIA and this MOU will too be passed.
I have an enormous problem with the illicit dealing in antiquities, but your process does nothing but push the industry further underground. Perhaps a more progressive stance and/or legislation by both Bulgaria and the US (and Italy and Greece and Turkey and...) regarding the policing and ownership of antiquities and cultural property might be a better solution to this problem rather than expending US dollars at the border and in court to fight illicit trade after the act has been committed may be more effective.
I'm sure that all Americans feel safe knowing that their tax dollars are being spent to save them from the devastating effects that cultural property can have on society. Education and understanding cultural diversity and its related history is surely something the US can do without.
