"We are soliciting public comments to permit the Department to: --Evaluate whether the proposed information collection is necessary for the effective administration of the Summer Work Travel category of the Exchange Visitor Program." As a long-time user of the J-1 Work & Travel program for both winter ski resorts and South Florida luxury properties, I have seen the benefits of cultural understanding and diversity that is brought into a property, as well as the training, educational experience, as well as monitary benefits the J-1 worker gains from this program. Our program was always very "hands on" in both identifying the type of candidate we wanted to interview and select, as well as providing the same training and developement opportunities we would provide to any "local" full-time hire. I have heard back from many of the participants that the understanding of "business in the United States and hospitality concepts" has helped them in their alternative career paths. It is my belief that these workers are paid the same amount as current employees. It is their responsiblity to locate housing, transportation, etc, however, we did provide newletters, information packets and resources to assist in this process. We would provide the same information to someone that is transfering to our properties outside of the area. Additional funds were not, and should not be provided to them, as this would create strife in the workplace with our full-time employees. This program is very necessary for those areas that have limited applicants, and provides the cultural exchange to current employees and guests at the property. It is already a very tedious and time consuming process, however, I do believe that participants should have a job offer, and description prior to being provided a visa or even Consulate interview. . I do not believe that the employer should be responsible for identifying housing, and costs for the participant in advance.
