To prevent looting of coins, medal detectors are the thing to regulate not trade in coins. And U.S. import restrictions will not, in any case, deter looters because there will always be a world market for coins.
Nor can specific coins be assigned to specific countries since they were all found all over the Mediterreanian . For Greece or Cyprus to claim them is ridiculous because there is no way to show that they were found there and much reason to think not.
These import restrictions will, however, undermine a hobby of great value to historians, numismatists, lovers of metallic art and your people.
I hope you will oppose import restrictions.
