I really can't understand why there are any lengthy delays on the tarmac. The only reason could be due to control tower procedures that create the situation. Deal with that and there shouldn't be a issue. If the airlines screw up like they did in Detroit during the snow storm the issue is simple get buses to the planes and get people off. There is NO reason people should be detained against their will even in a airplane. At no time should anyone be detained on the tarmac for longer than 15 minutes for any reason.
