A one-hour delay while on board an aircraft should be the maximum allowed, and even this delay should be subject to the airline providing adequate heating or cooling, as required, and adequate sanitation. Any airline operating out of a given airport should be able to demonstrate the capability to hold delays to this standard, and to provide off-load capability at jetways, hangars or other facilities to ensure the capability to meet this standard. Any airline unable to consistently meet this standard should be denied operating rights. Any passenger forced to remain on board any delayed aircraft more than one hour should be awarded a cash settlement of at least $1000 per hour for each hour or part of an hour over the one-hour limit. This should apply to delays in both take-offs and arrivals. The Captain should have the authority to release delayed passengers, and should be fined and subject to a license suspension if he fails to meet this standard. This standard should apply regardless of reason for the delay, be it weather, mechanical, lack of crew, illness of crew or whatever.
