As a Medical Review Officer that has been involved in the drug testing process
since it's introduction I have often been troubled by the inability to take a more
active stance in the ability to report a positive drug test that would keep the user
from simply moving to another company. I believe that allowing service providers,
as defined under the current DOT rules would both broaden and strengthen the
reporting of results and the action(s) taken based on these results.
