People with all types of Service Animals should be treated the same way. I believe it is fair to require documentation so that people can fly with Emotional Support Animals, as they are not Service Animals and need not be highly trained. However, users of Service Animals should not be required to submit documentation or to give advance notice before travel. Almost all types of Service Animals can be, and often are, trained by their owners. Just as some psychiatric Service Animals are trained by professional programs. If there are some issues with non disabled passengers falsely claiming their pets are Service Animals, then surely that is happening across the board. They will be claiming their animals as any type of Service Animal that assists with any type of invisible disability that Service Animals are typically used for, such as diabetic alerts or seizure alerts. I don't believe non disabled people who want to pretend their pet is a Service Animal will be choosing to pretend to have mental illness when there is any number of other invisible disabilities they could be pretending to suffer from. Yet, users of diabetic alert Service Animals and seizure alert Service Animals are not required to provide private medical documentation or advance notice of travel. Users of all types of Service Animals should be treated equitably. It does not make sense to single out people who use Service Animals for psychiatric disabilities and place extra requirements on them. Either all users of Service Animals should be required to provide documentation and give advance notice of travel, or none should be required to do so. There should be no distinction due to the type of disability. Drawing a distinction because of the nature of a person's disability is discriminatory. Please revoke the discriminatory rules that require documentation and advance notice of travel from users of psychiatric Service Animals.
