RE: Election Assistance Commission National Voter Registration Act Regulations

Washington State would like to comment on the proposed NVRA regulation changes. Washington State has no comment on the proposed regulations, but would like to suggest
changes to the application.
Washington State encourages the EAC to update the National Mail Voter Registration Application. This revision could include:
• Using Design for Democracy principles to improve the usability of the application. Washington State is using a Design for Democracy fellow to revamp our voter registration application, ballots, and other election materials. Attached, please find "before and after" exhibits of our 2007 application and our 2009 Design for Democracy application. The National application could be similarly improved.
• Adding checkboxes to the application asking the applicant if he or she is either in the military or an overseas citizen. Please see the attached exhibits for illustrations. Capturing this information at the time of registration, rather than each election, facilitates sending ballots to military and overseas voters early, consistent with the new MOVE Act.
