1) In Part III, Section (d) of the proposed guidance, you state, “We will use Phase 2 RTT-ELC funding to support only those activities included in an eligible applicant's FY 2011 RTT-ELC application. Therefore, an eligible applicant must not include new activities in its Phase 2 RTT-ELC application.” Please clarify what you mean by “new activities.” For example, we may want to pursue an originally stated “activity;”however, in order to leverage state progress and learning since the Phase 1 application was submitted, we would need the flexibility to propose new strategies and/or tactics to achieve this goal.
2) It would be beneficial to give states the flexibility to choose a “deep dive” into one of the three focused investment areas (C, D, E) rather than two, assuming a strong rationale could be made for doing so, based on its importance to infrastructure development and lack of potential for other funding options.
3) Is the grant period for Round 2 the same as that for Round 1 (that is, 4 years)?
