The proposed rule is both heartwarming and somewhat distributing at the same time. The initiatives that have been proposed are truly on target but, it seems long overdue…? I believe the best practices should be duplicated in the lower achieving communities and schools but, I feel like we have been trying to duplicate these practices without honestly addressing why these communities and schools are underachieving. There are so many variables that contribute to lower achievement that don’t appear to be address in this proposal. For example; let’s say that the implementation of the proposal goes over well. My concern is the maintenance of these initiatives. The longevity concerns me because lower achieving communities and schools are that way for a reason. I.e. inequality in on federal, state and local levels. Education and achievement gaps among the parents of these students and of these communities. Please hear me correctly, I’m truly supportive of the proposed rules and I will contribute to the forward moving progress but, I also feel there are self-defeating factors that the proposed rule is not addressing. How do we bring about a true change within the people who make up those communities? External changes and best practices do make us feel good but, only for a short period of time. It’s those internal changes that bring about lasting change and improvement. I can put on new clothes but, I still don’t like who I am… I’m still incomplete.
