It is critical that a student's physical, mental, and social health is adequate to allow them to perform at their top ability. None of these comments address that issue. While social and behavioral development is mentioned, there are no specific guidelines as to what this mean and it does NOT seem to indicate physical, mental, or health status.
If a child cannot see, hear, or has other illnesses or debilitating diseases that are road blocks to learning, he or she cannot succeed even in the best classroom with the most qualified teacher.
While some states may have broad health care programs for at-risk children that assure adequate student health, many do not.
This is a critical component to child readiness and must be considered and included in any effective plan!
