It would seem wise to consider funding the finalists from the first round of competition to (1) not only save money on the scoring procedures, but also to (2) reward the substantial work created and completed by the first applicants who obviously had not taken the task lightly. Many hours of community involvement and planning were logged as well. One other thought. Since the scorers' comments were posted on the RTT-D website, other groups could easily take the finalist's information and use it to their advantage over the folks who really put in the research and time.
