It is really ridiculous to attempt to regulate shower heads in order to conserve water. Agriculture uses many, many times the potable water that showering or that plumbing, in general, does.
If the government was truly interested in conserving the water usage spent to cleanse the average human body (in an average shower), they would mandate that Timer Controlled Shower Valves be installed on all new and resold properties.....and make it impossible to "reset" such a fixture for 5 minutes. THAT would force my daughter OUT of the shower. A one gallon-per-minute restricter shower head won't make her get out of the shower in less time (than about 30 minutes). Super-long duration showers is where the water goes. The size of the actual head has ZERO to do with water usage, or conserving it.
