Thank you for giving me this opportunity to comment on this proposed rule. My concern with this rule is that it will not reduce emissions for energy intensive businesses in the end. Instead it will move jobs and bunsinesses to other countries where the regulation is less intense. the net result is the same level of emissions will be emitted into the atmosphere, but it will happen as manufacturers lose jobs and market share to foriegn companies.
Please take this opportunity to look at the net effect of this proposed rule, and develop a modified rule that provides a longer compliance schedule for older boilers. Please also consider additional modifications or a longer compliance window to the rule that would allow energy intensive businesses to remain competive and remain in the United States as we push for a more global solution to air emissions. Please do not enact the rule as is, and move the jobs overseas without the desired reduction in air emisions.
