My name is David Grundstrom and I serve as the Chief Administrative Officer of Flambeau Hospital in Park Falls, Wi. In addition, I am a Board Member of the Park Falls Area Community Development Corporation. I would like to go on record requesting that the currently proposed US Boiler MACT rule not be enacted as drafted. The local paper mill, Flambeau Rivier Papers, LLC, who has a long history of EPA compliance and innovative practices to remain competive as a small paper producer in the world market, would suffer undo hardship and expense due to this bill. A very meager improvement would reslut for a large, disproportional expense of $5 Million to upgrade their main boiler along with a $1.5 million extra annual operating expense. I request that as these types of changes are being considered that the limits that are in place at this time for exisitng, smaller operations like Flambeau River Papers be allowed to stay in place. The continued operation of this company is very important to the community of Park Falls and its surrounding area as well as to the state of Wisconsin. The passage of this bill in its current form would present an unsurrmontable hurdle for its continued existance and further injure an already struggling economonic area.
