Prevention of Significant Deterioration (PSD) and Nonattainment New Source Review (NSR): Reconsideration of Inclusion of Fugitive Emissions

WM concurs with and supports the EPA?s proposed rule and notice of reconsideration, as it effectuates the PSD-specific estimation procedure identified in 40 CFR Part 60, Subpart WWW, 40 CFR 60.754, as well as existing EPA interpretations. In response to Section V of the preamble, we see no need for further regulatory changes beyond those proposed.
