I believe the proposed amendments are a good idea, as they provide incentives for major sources of HAPs to continue to reduce emissions, and continue toward pollution prevention efforts. These incentives were missing from the 1995 memorandum, and are essential in order to meet the goal of the EPA towards improving air quality.?
