My concern regarding this proposed direction is that the long term cost and difficulty of making this change will be placed on the backs of small business owners. It is unclear if the specific issue of stratospheric ozone depletion is directly affected by automobile servicing and manufacturing. Additionally I would argue that the proposed net effect on the overall problem of stratospheric ozone depletion due to the servicing and manufacturing of automobiles might be improved better by using the same funds to provide grants to business owners that would allow them to improve current processes in order to reduce leakage. The use of government funds for endless research, while necessary in many cases, should be weighed against other options that might provide the same or better results.
