The proposed rule on welding emissions on particulate matter is based upon
remarkably poor data and an incomplete investigation. Given the posting dates
and the deadlines, the EPA clearly did not want or seek all of the information on
this proposed rule. There is an enormous amount of scientific literature on the
health effects and the different controls available. I found the telephonic
documentation of coversations with industry representatives to be an absurd basis
for public policy, and a scientific joke. I plan to submit FOIA requests for every
document surrounding this proposed rule and the selection of the contractor. The
purchase order amount will hopefully justify the poor work that supports this rule.
