The proposed NESHAP includes emissions standards, emissions controls, work
practice standards, and/or recordkeeping for emergency engines. We believe that
including these engines is overly onerous and will provide minimal benefit to the
environment and/or public health. We believe that an initial notification/certification for
emergency engines is sufficient (similar to Subpart ZZZZ for emergency engines,
regardless of size, that operate less than 200 hr/yr).
