After carefully studying of the proposed rule and the enabling legislation, I would have to agree with the EPA’s strict requirements for exemption approval. Methyl Bromine is a colorless odorless gas that is harmful not only to humans but to the Earth’s stratosphere. It’s proven to increase the likelihood of cancer in humans and to thin the Ozone Layer. Since Methyl Bromine was entirely phased out in 2005, I believe that it is only fitting that it is available for use in very limited situations where is proven to be the only viable option. I hope that this strict application process will force more and more parties to find a safer and more eco-friendly alternative to Methyl Bromine. Also, the well calculated control of this substance is essential to prevent further damage to the ozone, I think the EPA has found good middle ground between protecting the environment and allowing those who absolutely need this chemical to acquire limited amounts of it. I believe this proposed rule is fair and I hope that it is enacted.
