Please clarify how this would apply to subsequent owners of former gold mining sites. For example: aggregate mining operators using tailings as source material, or urban/suburban/rural residential and commercial users of property that was formerly used for gold mining. What responsibilities and limitations on land use and aggregate mining operations will be applied by this rule?
