As to the exemptions for the critical uses of methyl bromide, your notice should indicate the exemptions that have been granted and the public policy for each exemption. Nevertheless, it may be easier and more cost effective for the federal government to simply start building plants or central pollution control devices or flares that can process and treat air emissions from plants. Cities treat wastewater from commercial facilities and take and deposit solid waste. The federal government may want to consider a similar public service, instead of simply enacting regulations.
