The Engine Manufacturers Association (EMA) is submitting these comments in response to EPA’s request for comments on its “draft guidance and related interpretations concerning the application of certain emission certification regulations to those on-highway heavy-duty diesel engines that are using selective catalytic reduction systems to meet Federal emission standards” published at 76 Fed. Reg. 32886 (June 7, 2011) (hereinafter, the “Notice”).
