Request for 30-day extension to comment period.
We are reviewing EPA's analysis and proposal regarding the proposed designation in Yellowstone County, Montana.
While we understand EPA is limited in their time schedule, we believe the time allotted for review is insufficient. The outcome of EPA’s decision will affect a number of facilities in the Billings area in both the short and long term.
As a result, we find it necessary to seek a 30-day extension to the public comment period. This will allow us time to more thoughtfully consider both the policy and technical issues associated with the proposal.
We believe the additional time is reasonable and fair given the potential and severe long-term effects of the proposed determination on Montana, the county, its diverse stakeholders and in the proposed rejection of Montana's own 2011 proposal. Given EPA has had nearly 2 years to consider Montana's (and others) comments, it seems reasonable to allow the public an additional 30 days for review.
